A vote on the 2011-12 state budget is expected next week in the Pennsylvania House of Representatives. Your help is needed.
Your state representative needs to be reminded of the importance of library services supported by state funding, and that you support the library portion of the state budget under consideration in Harrisburg.

PaLA Members. As you know, Governor Corbett's 2011-12 budget proposal largely sustains library funding at current levels. The Public Library Subsidy would remain at $53.5 million; the Library Access program and Services for the Visually Impaired would be level-funded, and State Library operations trimmed by 1.9%. Considering that the next state budget is some $4 billion out of balance, and that next year’s budget will include deep cuts in many worthwhile state services, the Governor’s proposal to preserve current funding levels for library services is welcome news. Now and in coming weeks, it will be important for library advocates to speak up in support of the library portion of the Governor’s budget proposal in this difficult budget climate. The budget will need to be approved by the legislature, so changes can still be made. PaLA asks that you send, • An email to your State Senator and State Representative to ask that they support the library funding levels recommended in Governor Corbett’s budget, and • An email to Governor Tom Corbett to thank him for recognizing the importance of libraries and for preserving library funding and services in his proposed budget. We need to insure that, whatever else happens, the library portion of the budget remains as the Governor has proposed. Thanks for your great support of libraries and for taking action now. Free Lincoln Exhibit and Events

Penn State Harrisburg Library (Middletown, PA) is hosting "Forever Free: Abraham Lincoln's Journey to Emancipation," a traveling exhibit which illustrates Lincoln's gradual transformation from a cautious moderate to the "Great Emancipator" whose proclamation recast the Civil War's meaning and enabled thousands of African-Americans to fight for the Union. The display consists of reproductions of rare documents, photographs, and political memorabilia organized by The Huntington Library, San Marino, Calif., and the Gilder Lehrman Institute of American History, New York City, in cooperation with the American Library Association (ALA) Public Programs Office. "Forever Free" is made possible by major grants from the National Endowment for the Humanities (NEH) and the Abraham Lincoln Bicentennial Commission, created by Congress and charged with planning the national celebration of Lincoln's 200th birthday. Penn State Harrisburg is one of only 63 libraries in the United States selected to host this exhibit -- so this is a special opportunity for families, teachers, scholars, re-enactors, and Civil War buffs in South-Central Pennsylvania.

"Forever Free" will be open from November 4th to December 10th, 2010. The opening reception will be held in Penn State Harrisburg's Morrison Gallery on November 4th at 7:00 p.m. Mr. James Getty, a highly respected historian and re-enactor, will bring the President to life with stories of Lincoln's personal and political career. On November 11th at 7:00 p.m., the campus will also host a research symposium with Dr. Charles Kupfer, Dr. David Witwer, and Dr. Frank Goodyear presenting their research on Lincoln.

Spring Workshop and Annual Business Meeting

PaLA South Central Chapter will host a workshop and the annual business meeting:

MAY 12, 2010

8:30 AM to 4:00 PM

at the

York Technical Institute (YTI) Lancaster Campus

This year's workshop features 4 speakers presenting self-defense tactics, relaxation techniques, active listening skills and the new technology topic--transliteracy! Each presentation will be held in both the morning and afternoon sessions so that you will be able to attend any two you choose.

The workshop will include a lunch catered by Isaac's and the lunch will include a brief presentation on how libraries are structured and financed in Pennsylvania.

A brochure with registration information will be coming soon. The cost for PaLA members will be $20 per person ($30 per person for nonmembers). YTI's Lancaster campus is easily reached from PA 283 or US 30.

Thanks to the 30 library staff member from South Central Chapter who gathered at Sly Fox Brewing Company in Royersford for our chapter dine-out. It was so great to hang out for the evening with all of you.

Chapter members who attended received buttons to wear on Tuesday, and when identified by secret spotters at secret times, three of them received $15 gift certificates for the PaLA Store.

Winners this year were Barbara Scull (Middletown Public Library), Linda Moffet (East Shore Area Library) and Sarah Weeks (Clarion graduate student and Cumberland County Library System intern.) Congratulations!

The Pennsylvania Library Association South Central Chapter (PaLA SCC) is sponsoring a fall workshop at the PaLA SCC Annual Meeting on October 1 at Elizabethtown College. The brochure is available for download as a PDF. The cost is $17 for PaLA Members, and $22 for non-members.

PaLA SCC Annual Meeting - Save the Date!

The South Central Chapter of PaLA has set a date for our annual meeting, which always includes training for staff of area libraries. The date is October 1, and the location is the Susquehanna & Swatara Rooms in Myer Hall at Elizabethtown College.

The plan is to present a program for staff members at all levels, and to present session options, allowing attendees to choose 1/2 or full-day participation.

Early Learning Forum & Best Practices Luncheon

Don’t miss the Pennsylvania Library Association’s Fifth Annual Early Learning Forum showcasing the most innovative early learning programs and services being offered by Pennsylvania’s libraries. It will be held on Wednesday April 2 from 9:30AM until 3:00PM at the Hilton in Harrisburg.

Be one of the first to meet luncheon speaker Katherine Ayres, author of Up, Down, and Around, this year’s One Book, Every Young Child selection. Ayres is a Pennsylvania author of picture books, short stories, novels, and plays.

Our speaker for the Early Learning Forum is Dr. Susan B. Neuman, Professor in Education Studies specializing in early literacy development at the University of Michigan, where she also has directed the Center for the Improvement of Early Reading Achievement (CIERA). Her two newest books are Nurturing Knowledge: Building a Foundation for School Success by Linking Early Literacy to Math, Science, Art and Social Studies, with Kathy Roskos; and Reading to Your Young Child: A Parent’s Guide, with Tanya Wright.

Dine Out at Otto's

If we observed correctly, 38 South Central Chapter Members and "the PALINET 5" all enjoyed dinner out at Otto's Pub & Brewery on North Atherton Street on our first conference Dine-Out attempt.

As sorry as we were that not everyone who signed up joined us, the leadership team was just so happy that everyone was able to be accommodatedby the Otto's staff. This was an experiment, and it appeared to be a success! The food, the drinks and the company were well worth the night out.

Got a Luggage Tag?

This year our Chapter decided to do something a little different - we wanted Chapter members to be able to recognize one another during the conference.

Our ''trinket chair'', Barbara, created special luggage tags and a ''secret spotter'' plan was put into action for the conference.

We ''tagged'' all SCC members and asked everyone to wear them proudly.

On Sunday, Monday and Tuesday, at secretly designated times, the secret spotter will give a $15 gift certificate for the PaLA store to the first member she spies bearing a luggage tag.

Sunday's winner was AletaAnn Sultana from Hummelstown Community Library (DCLS.)

Early Learning Forum and Best Practices Awards Lunch

Join us to recognize the Best Practice Award-winning libraries from across the state as they accept awards for their valuable contribution to Pennsylvania’s youngest children and their families.

On March 21 at the Harrisburg Hilton, from 9 AM - 3 PM, the Pennsylvania Library Association’s Fourth Annual Early Learning Forum will feature the most innovative early learning programs and services being offered by Pennsylvania’s libraries.

Suzanne Bloom, author and illustrator of A Splendid Friend, Indeed, the 2007 One Book, Every Young Child selection, will be our Luncheon speaker. Other speakers include Dr. Rita M. Bean, professor of education at the University of Pittsburgh, whose newest book is The Reading Specialist: Leadership for the Classroom, School and Community; and Jennifer Birckmayer, MA, former senior extension associate in the Department of Human Development, Cornell University, currently a freelance consultant in parent education and early childhood development.

The PaLA South Central Chapter (PaLA SCC) had a great year filled with lots of new and fun ideas.

We held our traditional annual meeting in June, with a program entitled Plug In but Don't Burn Out where we learned about new technologies and stress relief.

We sponsored South Central Social Scenes including:

Cut Loose with Karaoke
Picnic in Perry County
Jazz in the Park
Ice Cream Social, and
Biz & Brew (library tour and brewpub dinner)

And you elected new officers for 2007.
